The Gardens were part of a scheme of harbour development begun in the 1880s; they were designed by the Borough Engineer Major Garrett, and opened in 1894; the Pavilion Theatre was added in 1909, and a war memorial by Reginald Blomfield in 1920; the gardens were further extended in the 1920s
