Locke Park was originally known as People's Park, and opened in 1862, apparently laid out by the engineer John Edward Errington of Locke & Errington. The park was extended in 1874, with the architect Richard Phene Spiers building Locke Tower and overseeing the layout, which was carried out by William Barron & Son
