He acknowledges receipt of a letter dated 11 Jan relating to the transmission of seeds from Mexico; during the blockade, there was not space on board one of the last packets [ships] due to quantities of cochineal [cochineal insects, used for producing carmine dye], many passengers with luggage, and the very large size of the packages of plants; in the case of the 'Alert' [HM packet Alert] no application was made to take plants on board
