He encloses a letter [enclosure not present] from Mr Saxon Mills, former editor of the ‘Cape Times’, and outlines Mills’s political development and affiliation; Mills is now a strong imperialist and supporter of fiscal reform; Chamberlain gives names of ‘writers connected with the movement’, some of whom are connected with the Tariff Reform League and Imperial Tariff Committee and all of whom are clever writers; he has asked the secretary of the Tariff Reform League to do all he can to promote Robinson’s objects
